Can I ground a high voltage capacitor to the 3rd hole in an outlet?

I have a high voltage capacitor that I need to ground before I can work on the device. I need to discharge the capacitor by using a wire and touching the capacitor terminal with one end, and a solid ground with the other. Can I touch the grounding end to the 3rd hold in an outlet? Not to the 2 parallel holes, but the one above & between them.

You need to connect the two terminals of the capacitor together, whether that connection is then connected to ground should make little difference. If one side of the capacitor is already grounded, then grounding the other terminal does connect the two together which is what you want. IF the outlet is properly wired (they are not always correct) then the third ( “D” shaped) is an earth ground.
Note that if the capacitor has a significant charge on it it should be discharged through a resistor to avoid damage. If it has been disconnected from power for some time and you are discharging just to make sure, then a piece of wire is probably OK.

Types switched capacitor voltage converters

In the above circuit capacitor C1 is charged to the input voltage during the first half of cycle change. In the second half of their cycle of change is reversed and voltage is applied to capacitor C2 and load. The output voltage is negative of the input voltage. The duty cycle – defined as the ratio of charging time of capacitor C1 through the entire cycle time of change – is usually 50% because that generally yields the optimal charge transfer efficiency.

During the period of start-up transient and steady-state condition the capacitor C1 must supply only a small amount of charge to the output capacitor in each switching cycle. The amount of charge transferred depends on the load current and frequency switching. The capacitor C1 is also known as capacitor charge pump.

During the time of the capacitor charge pump is being implemented by the input voltage, output capacitor C2 must supply the load current. The load current flows from C2 causes a drop in the output voltage corresponding to a component of output ripple voltage. Increased frequency of change allow smaller capacitors for the same amount of drop. Thus, the impact of switching frequency of required external capacitor size. Increased switching frequency allows the use of smaller capacitors. The switching frequencies are usually limited a few hundred kHz.
