How do VHF 2-way radios work with “repeaters”? What are repeaters?

I have several Motorola Radius M1225 2-way radio base stations that were discarded by a manufacturing plant. This plant had “repeaters” and the radios worked in the plant. But away from the plant, the radios don’t appear to be able to send or recieve. Since these radios are programmable, is it just a matter of re-programming them so that they can talk to each other?

First, yes, assuming that they are still in working condition, they may have been abandoned for other reasons (someone dropped on in a toilet or another one simply got dropped and there is a broken connection now, etc.).

Second, you may not have the full set or there may be security settings. Contact the manufacturer to see if there is someone to talk you through the set up. It may cost a few bucks and once you find out how much, you may want to opt for cell phones with a walkie-talkie feature.

The 2 meter band amateur radio is a portion of the VHF radio spectrum, which includes frequencies ranging from 144.000 MHz to 148.000 MHz in ITU Regions 2 (North and South America plus Hawaii) and 3 (Asia and Oceania) and 144.000 to 146.000 MHz in ITU Region 1 (Europe, Africa and Russia). The privileges of the license amateur radio operators include the use of frequencies in this band for telecommunications, usually conducted locally within a range of approximately 100 miles (160km).

Because is local and reliable, and because the licensing requirements to transmit in the band 2-meter are easily fulfilled in many parts of the world, this band is one of the most popular bands not HF amateur radio. This popularity, the Compact size radios and antennas required and the ability of this band to provide reliable communications also easy local means that the band is also more used to the efforts of local emergency communications, such as providing communications between Red Cross shelters and authorities premises. In the U.S., that the role of emergency communications is aided by the fact that apparently all amateur radio operators have mobile radio 2 meters or walkie-talkie.
Much of the operation of FM 2 meter uses a radio repeater, a receiver and radio transmitter immediately retransmits a signal over a distance longer. While 2 meters is better known as a local band, there many opportunities for long distance (DX) communications. Occasionally, bending in the atmosphere's troposphere (ducting) can allow 2-meter signals to lead to hundreds of kilometers. This is called a lift.
In rare cases, spread of sporadic E contacts can bring more than 1,000 miles (1,600 km). 2 Metros are also used in conjunction with 70cm (Mode B or V / U) in some amateur radio satellites, giving distances up to about 3,000 miles (4,800 km) with a satellite LEO.

By accelerating the Morse code using an audio recorder, or using a computer, very short bursts of signal can be bounced off the gas trail ionized meteor showers that allows DX. This is often called burst transmission.
Another phenomenon that produces the ionization of the upper atmosphere suitable for 2M DX aurora. Since the ionization persists much more than meteor trails, regular audio signals can be used, but the constant movement of gas ionized leads to heavy distortion of the audio signals that cause the sound 'ghost' and quietly.
To communicate over the longest Moonbounce distances hams use. This high power and good antennas for VHF signals reflected off the moon. The VHF signals are usually beyond the Earth's atmosphere, so using the moon as a target is very handy. Due to the delay of the signal traveling to the moon and back, a person can hear the final broadcast of its own transmission back.
