How do you measure a linear fluorescent tube length?

I am having a hard time finding a 32 inch fluorescent tube. It is 25 watts on the balast and there is 32 inches from socket to socket but the fixture does not have a bulb so I do not know what to put in there. Do you measure from the tips of the conectors or from base to base???help please.
