How do you get approval from the FCC for unblocked scanners?

on most scanners it says cell blcked meaning you cant dip down in to the cell frequencies. it says you need fcc aprroval to buy unblock ones. how do i get approved

Blocking cell phone numbers is done for a reason. To keep nosy people from you from listening in on them.The FCC won’t give a private citizen permission to go to those freqs.with a scanner.If you find a way to do it you run the risk of heavy fines,jail time or both.
