i have got a psr-295 aircraft scanner and it says all the channels are locked out how do i unlock it ?

You need to put the scanner into “manual” mode and go to each locked out channel. Press the “L/out” button on each of these channels to unlock them.

Nornmally this is done to bypass certain channels when scanning so that you can concentrate on others.

BTW, this is not specifically an “Aircraft Scanner”, you can listen to quite a number of other things too ie: Marine, Ham radio, among others. Most of the public service stuff (ie police, fire etc.) has moved onto digital modulation techniques though so this would not be a good scanner for that unless your area has an older system still in use.
