Scanner Bcd

my police scanner (bcd-396t) is extremely difficult to program. how can i learn or have someone program it?

If you bought it from a store, then try taking it back to see if they will help. If not, try reading the owners manual – usually it will take you step by step through programming. Some scanners are easier than others, once you get one frequency in, the others will be easy. The instructions are here:
