What is the Red Tape in the Russian Military?

I’ve been watching a lot of movies and articles about the Russian Military. And the term Red Tape keeps coming of usually as a threat or some sort of punishment. I am having trouble actually finding out exactly what it means. My questions is, what exactly is the red tape? Why is it so horrible ?
What is the Russian Military Govt punishment. On one movie a commander killed himself when he was recommended to avoid it.

The Russians will become very defensive if you criticize your country. They know that Russia has many problems, but it's their country and proud of it.

Avoid making comparisons between the U.S. and Russia. The Russians tend to interpret this as criticism. You can get angry without knowing why.

The problem is that the Russians love foreigners and wants to talk to you about America, so it's a difficult situation. Try to explain things without making comparisons.

The Russians have an inferiority / superiority complex. Many have low self-esteem, which makes them sensitive to criticism. They may try to conceal the fact that match perceived by their audacity, making them seem arrogant.
