The epoxy on my rod wont dry?

Im wrapping my own rod and im almost done, but the eoxy wont dry! It dryed on the guides but not on the hook holder spot. What should i do? Maybe should I add another coat, or scrape off the original coat? I knw that i mix the two epoxy to get the right mixture.
