Radio License

What type of radio license allows me to use my cellphone in the car in the UK?

I forget what type of radio license it is but I know if you have one you can legally use your phone of hands free while driving. I have a marine radio license but I doupt that is any use.

In June, the CRTC granted licenses for satellite radio to two groups – the CBC, which is associated with New York-based Sirius, and CSR, which is associated with headquarters in Washington, XM.
