Why is my inground pool water clear only when the filter is not running?

I keep my chemical levels in good range everyday. When the pool filter (cartridge) is running, the water is blue but not clear (cannot see the bottom). When I turn off the filter and leave it off for a couple of days or more, the water stays blue and I can see the whole bottom of the pool. So I just turn filter on only when I need to add chlorine. Then water isn’t clear after that. Do I need to buy new cartridges?
