Why not protest march be banned over national highway to avoid traffic jam ?

It has been time and again proved that protest march could not be controlled by state police. In blockage of sand trucks owned by protesting contractors over national highway in Nasik, recently my wife met an accident. Rash driven Maruti vehicle colluded on her two wheeler resulting fracture of her left foot.
