Changes in Victoria Road Rules that specifically target the use of cell phones and visual displays (such as GPS devices), will be from 9 November 2009.

The new mobile telephony standards have been revised, allowing both the navigation (GPS) and audio functions music from a mobile phone to be used, provided that the mobile phone is insured in a commercially designed bracket fixed to the vehicle.

Mobile Phones - Using a mobile phone while driving is prohibited, except to make or receive a phone call or use its audio and music functions whenever the phone:

• It is guaranteed in a commercially designed bracket fixed to the vehicle, or
• It can be operated by the driver without touching any part of the phone.
• Using a phone as a GPS while driving is prohibited unless secured in a commercially designed bracket attaches to the vehicle.

Other changes include a ban on Learning and drivers P1 using a mobile phone while driving at all and hold the phone (if not engaged in a telephone call), which includes mobile rest driver's lap.

Visual display - A driver should not drive a vehicle that has a television receiver or a visual display unit operation if any part of the screen is visible to the driver or another driver may distract. A driver can use the aid of a conductor, such as a navigation device, but should be an integral part of the vehicle design, or secured in a commercially designed bracket which is fixed to the vehicle.

Exemptions – The rule for obtaining display screen does not apply to motorcycles.

Reasons Road Safety – Using a mobile phone or a visual display unit while driving distracts and create dangerous situations that could be fatal. The risk of be involved in an accident rises to four times, using a mobile phone from the same unit, and if text messages are the accident risk increases 23 times.

Demerit points and fines - in the coming months, Victoria Road Traffic Police actively implement of changes in mobile phone and GPS use while driving. The penalties for violating these rules may be costly, not only economically, but also a "negative points" perspective too!
