if there is a dual frequency phone ,can it support 2 freq as range of one inmega hz and other inkilohz?

my project is to use a mobile as intercom too.so it should also support intercom signal of range kilohertz and also work for the normal network in megahertz.to work in kilohertz is that any necessary to design a new sim card.

Usually all the mobile phones come with support for only MHz even if it is dual band or triband.
SIM card will only help to give the mobile information to the basestation. You may have to design a tranceiver for intercom purpose inside the mobile phones. You may have to design a new SIM card as well.
