what is the strongest wattage of handheld transceiver(walkie talkie) in the market?

i done some period of research and found the highest wattage is 7w, icv82/icu82 of icom.inc. 7w is about an effective range of 56km in optimal condition, 4.5km in congested areas.

I do not know if you are talking about Amateur Radio service, or FRS/GMRS.. What I DO know, is a 7 watt walkie-talkie type radio has a rather short battery life.!!!!
