What does a handheld police radar do exactly?

I saw a few police officers on the street holding a handheld radar . I was wondering what does it do? if they detect someone going over the speed limit how do they stop them? Or does the radar take a picture that is sent to the drivers home?
so if the person speeding didnt get followed or pulled over than nothings gonna happen? like they wont take a pictures and send it to your house or something like that?
