Can I play a game with minimum requirements of a 2.0 ghz processor on a computer with a 1.73 ghz dual core?

I always assumed the answer was no, but I stumbled upon the stats of a Toshiba “gaming laptop” at Best Buy. In the items description, the processor speed is said to be 1.66 ghz. The laptop includes BIOSHOCK!!! Bioshock minimum system requirements are 2.4 ghz. Is the 2.4 ghz minimum TOTAL, and this computer speed is 3.32 (1.66×2)??????
