Where can I buy the undermount spare tire cable assembly for a 2000 Dodge Caravan?

The undermount spare tire cable assembly froze on our 2000 Dodge Caravan. We had to have it cut to get the spare off. The dealer said the part would be around $177.00. Is there anywhere else I can buy one except through the dealer? If so, how much should it cost and what should the labor be to install?
