How do I test a 4-400 linear amplifier tube??

I have a Johnson Viking Thunderbolt linear amplifier. Recently the bias transformer blew up. I replaced the transformer , but now screen bias voltage and grid voltages are below normal.
When I remove the 4-400 bias voltages get back to normal.
The tubes I’m using now are new Eimac Jan 8438 . But the problem happens also with old Amperex 8438. The voltage regulators VR-150 and VR-105 are new units.The rectifiers were tested and found ok. Is there a way to rest my 4-400 tubes without substituting them (I dont have extra tubes) ?if you need more info on this question to give a precise answer let me know.

Unfortunately the only way to truly test a transmitter tube is while transmitting. If the same thing happens with 2 different tube, I would suspect it is not the tube(s). I would recommend you post the question on the Elmers Forum of eham.net and see if anyone there can help you out. Good luck.
