4 equally spaced planes in the air near airport just before dawn?

what kind of planes were they? what were they doing? at first it seemed like they were in some kind of holding pattern, but they weren’t moving at all, or they were moving really really slowly which seems strange as i would assume they would not be able to stay in the air…it was near a major international airport, pre-dawn hours. i checked again about 30 mins later and they were still in the air. anyone have any idea what was going on?

maybe they were harriers which are planes with VTOL(Vertical takeoff and landing)?
